118th Avenue (CR 296) Connector from US 19 to East of the Roosevelt Connector

American/Avalon prepared a Feasibility Study and PD&E Study to evaluate appropriate laneage and intersection configurations along this 1.5 mile corridor. The project included defining alternatives including intersections at-grade, and grade separated interchanges along 118th Avenue at US 19, 49th Street, and the Roosevelt Connector. The feasibility study included evaluating regional and local access providing detailed travel forecasting, conducting an environmental fatal-flaw analysis, evaluating integration with adjacent projects and evaluating cost scenarios, including possible staging options. The PD&E study continued from the completed Feasibility Study with additional environmental assessment, public involvement activities, and refinement of alternatives. A Type II Categorical Exclusion was approved by FHWA. American/Avalon also provided the FDOT and Pinellas MPO with a detailed sub-area priority analysis of a number of proposed projects in the middle Pinellas County area.
