American/Avalon prepared construction plans for the widening and reconstruction of 1.1 miles of State Road 21 from Old Jennings Road to south of Knight Boxx Road in Clay County. American/Avalon's design included the following:
- Widening and reconstruction of SR-21 from four to six through-lanes by adding two through lanes in the median
- Various typical sections were evaluated and an urban typical section with sidewalk was selected
- Widening a 350-foot bridge structure from four lanes to six lanes and modification of the outside shoulders of the bridge to accommodate pedestrians. This work included the use of a handrail mounted on the side of the precast slab units to provide the required sidewalk widths.
- Development of two stormwater management facilities
