FDOT District 7: Hillsborough Avenue (SR 600) Safety Improvements

American/Avalon provided design services for the production of all roadway and signing and pavement marking plans for this safety project which utilized federal safety funds. The safety improvements included installing median channelization to an existing seven-lane section by eliminating the center two-way left turn lane in a heavily commercialized area of east Tampa. Modifications were made to 2 existing traffic signals to provide protected left turn movements. The safety analysis identified over 1,200 crashes that had been documented during a 5-year period along this 3 mile roadway segment. The proposed improvements are anticipated to yield a high benefit to cost ratio targeting specific areas and types of crash history. Services included developing the geometrics, preparing project cost estimates, and preparing all electronic delivery elements American/Avalon prepared public involvement exhibits including a 3-D animated fly through with narrative which illustrated the differences between current and proposed changes simultaneously on screen. Additionally, American/Avalon provided an “internet-friendly: version of the fly through that could easily be downloaded from a website. American/Avalon also coordinated closely with the FDOT to address concerns raised by local property owners regarding turning access changes with the elimination of the center two-way left turn lane. A public workshop was also held to solicit public input on the proposed improvements.
