City of Safety Harbor: Second Street North Improvements,
from Third Avenue North to Ninth Lane

This 2,000 foot project connected into the 2nd Avenue North project previously completed by American/Avalon. The pavement along six blocks of 2nd Street North was rehabilitated. Three of the blocks had brick pavement while the other three blocks were asphalt. The asphalt pavement was reconstructed as an asphalt roadway with brick in the inters were added to reduce localized flooding. All overhead utilities were buried and decorative street lighting was provided. Burying the overhead utilities required extensive and lengthy utility coordination. Sidewalks were provided along both sides of 2nd Street where missing. A permit exemption was received from SWFWMD. Design was completed in 2004 with construction completed in 2005.

and survey.

The City of Safety Harbor has developed a rehabilitation program for all streets with failing brick pavements. Main Street in downtown Safety Harbor was the first street rehabilitated. American/Avalon was hired in 2001 to design improvements to 2nd and 3rd Avenue North. The project included rehabilitating five blocks of brick street along with one block of asphalt pavement and the paving of an alley. The need for improvement to the streets was caused by poor drainage. The existing drainage system in the 5 block area was replaced and upgraded and new inlets were added. While the streets were being torn up, the City took the opportunity to upgrade existing city utilities (water line, gravity sewer, and force main). All three facilities were upgraded and replaced within the project limits.
Other aspects of the project included burying overhead utilities (electric, phone, and cable (Verizon and Bright House)) to remove power poles; removal of on street parking in two blocks to create space in the typical section to build a parallel sidewalk; addition of angle parking within one block; adding decorative street lighting; landscaping and irrigation; development of special decorative brick details; and special tree trimming. A permit exemption was received from SWFWMD. We also assisted the City by acting as an intermediary to facilitate construction progress while working with a difficult contractor.
American/Avalon provided full engineering services for the project including roadway, drainage, utility, lighting, landscaping design, and survey as well as extensive coordination with private utility owners in order to accommodate the burial of overhead utilities.
