Crosstown Parkway Corridor Conceptual ERP

The Cross town River Crossing represents the final segment in a new 10 mile parkway that was planned designed and constructed by the City of Port St Lucie FL. This final eastern 1.5 mile segment between Math Lane and US 1, includes an elevated one mile causeway that crosses an environmentally sensitive state preserve. American was tasked with obtaining a conceptual environmental resource permit (ERP) from South Florida Water Management District (SFWMD) and an easement from Florida Department of Environmental Protection (FDEP) over state sovereign submerged lands and state park (aquatic preserve). The strategy was to quantify the impacts for multiple corridors under consideration, and develop a worst case scenario for which a mitigation plan would be developed. Federal funding is involved and and EIS is underway, therefore careful coordination with FHWA has been necessary to ensure no action undertaken during this advanced permitting initiative compromises the EIS process in any way, including most importantly the selection of a preferred corridor.

Specific work elements include:

Wetland delineation for six alternative river crossing corridors and coordination with the SFWMD and ACOE etc regarding wetland line verification

Investigation and documentation of alternative methods of bridge construction to minimize impacts to wetlands and other sensitive environmental lands
Preparation of conceptual design plans for a “representative corridor” river crossing
Developing stormwater management concepts and drainage conceptual design
Estimating “worst-case” impacts from six alternative corridors to define a Representative Corridor for purposes of obtaining a conceptual ERP from the SFWMDof obtaining a conceptual ERP from the SFWMD
Preparation of various drafts of the conceptual ERP and responding to Requests for Additional Information
Coordination with DEP, SFWMD, and other agencies to develop potential mitigation strategies and enhancement projects for impacts to wetlands and other natural areas
Investigation of potential parcels for acquisition to offset future approval of an easement over the Savannas Preserve State Park and sovereign submerged lands within the Park
