Prattsburg / Italy Wind Farm (Ecogen)

Steuben and Yates Counties, New York

American was the lead consultant for planning, design and permitting for this 78.2 MW commercial scale wind farm in central New York. The proposed wind farm consists of 34 wind turbine generators of 2.3 MW each, electrical collection system, access roads and O&M facilities.

American provided Program Management for design and permitting, leading all other technical consultants and working closely with the clients and clients’ legal counsel. Project involved the completion of Environmental Impact Statement, technical support for zoning and environmental permits and coordination of the civil site design.

American coordinated the project layout (in GIS) and provided siting guidance and feasibility guidance for the proper design and development of the wind farm in a manner that both benefits Project goals and meets regulatory requirements.

Directed the completion of numerous studies including: noise assessments, wetlands, SPDES permitting, avian and bat studies, cultural resources, transportation studies, visual impact assessment, shadow flicker and aerial topographic and planametric surveys. American employed field GIS collection system used to collect wetland, historical and survey, and visual resource information to complete studies for development.

American was the technical lead responsible for the regulatory review and approval processes. Played key role in coordination and negotiation of project design and development with Steuben County IDA, US Army Corps, NYS DEC, and local town boards.

American performed Phase I Environmental Site Assessments on approximately 100 parcels that would be used in the wind farm. The intent was to provide appropriate due diligence for the sale or lease of said properties to comply with the American Society of Testing and Materials (ASTM) Standard E 1527-05 and the United States Environmental Protection Agency’s Standards and Practices (40 CFR part 312) for conducting All Appropriate Inquiries (AAI).
