American provided design and safety upgrades for this 0.87 mile expanded 3R project. The major improvements included in this project were conversion of the continuous two-way left-turn lane to a raised median and construction of a 12-foot wide multiuse path along both sides of US 19. Modifications to this FIHS facility extended from right-of-way to right-of-way. Design variations were received to utilize lower design standards in order to minimize impacts of this major facility on the City of Crystal River. Access management was a critical aspect of the project with the removal of the two-way left turn-lane. Other significant aspects of the project included preparation of right-of-way maps, modification of existing drainage ditches and facilities to accommodate the multiuse paths, upgrading signals, and conducting a public meeting.
